Enterprise Uganda positions itself as a premier institution for the creation of competitive and resilient micro, small and medium enterprises through the provision of business development services.

Mission To develop dynamic Ugandan MSMEs through mass delivery of comprehensive and quality business development services aimed at enhancing their productivity, growth and competitiveness.
Values EUg has a clear set of values that guide the execution of its work. The values are embraced by all staff and define the way they behave, as well as help them achieve the company's vision and goals. The values of EUg are:
i) Distinctiveness We strive to develop and deliver high impact products and solutions that give us a competitive advantage over our competitors. We also strive to develop new competencies to meet changing market requirements and competitive situations.
ii) Responsiveness Customer service is the hallmark of great service businesses. We strive to provide a great customer service experience day in and day out by responding quickly and effectively to our clients’ needs. Great customer service builds our brand and generates referrals for us from satisfied clients.
iii) Innovation Positioned to offer a unique bouquet of products, EUg values the importance of continuous improvement and innovation. Innovation is part of our DNA and happens everywhere. We think big and we never settle. We challenge our ideas of what is possible in order to better meet the needs of our customers. iv) Learning With all of the technological and scientific advances in recent years, we are positioned as a learning institution that continuously improves on its products and services, as well as delivery methodologies. As a key BDS provider to MSMEs, we have access to vast amount of information to feed our learning. Professionalism on the job will enhance our credibility, improve public trust and reinforce customer confidence in our solutions. We strive to be knowledgeable about our job, upgrade our knowledge continuously and be on top of the local MSME sector and its issues.
Mandate EUg is mandated to be a national BDS provider as well as a catalyst for BDS delivery, countrywide. EUg plans to broaden and align its mandate to government initiatives and priorities as outlined in the NDP III, PDM; NRM manifesto and the national BDS framework. The new mandate is outlined below.
- Strengthen the entrepreneurial and management capacities of local enterprises through mass provision of BDS geared towards improving firm capabilities to drive growth, jobs and wealth creation.
- Strengthen the organizational and institutional capacity of the private sector entrepreneurial Ecosystem to drive growth.
- Strengthen the institutional capacity of government Ministries, Departments and Agencies (MDAs) to support transformational enterprise growth and development.
- Create general entrepreneurial awareness nationally.
- Develop business linkages between MSMEs and large companies and government investments.
- Create and nurture special interest groups like women; youth; PWDs; senior citizens; subsistence households (39%) under PDM, to become effective entrepreneurs.
- Establish a BDS Center of Excellence and deliver on the BDS Framework.
- Establish a vibrant research, innovation, learning and knowledge sharing center on BDS.
Strategic Objectives EUg strategic Focus areas/objectives for the 5-year planning period 2023/24 -2027/28 can be summarized in Five (5) thematic areas.
- Awareness, sensitization and Mass roll-out of BDS to MSMEs.
- Optimize Government Investments and programs by promoting the uptake and utilization of structured BDS.
- Digitalization and use of technology (digitization) to deliver BDS.
- Catalyze and coordinate a structured BDS delivery mechanism and establish a national BDS center of excellence.
- Building and strengthen strategic partnership to support the National BDS Agenda.

“Enterprise Uganda” was established under a framework of the UNDP Enterprise Africa regional initiative with support from a consortium of local and international donors. The concept behind Enterprise
Uganda is based on the Empretec Program Model currently operating in 32 countries in Africa, Eastern Europe and Latin America. The Empretec model is designed as one-stop program, which provides an integrated and comprehensive range of business support services for SMEs using a
hands-on approach.

● Business people (entrepreneurs) whose businesses are not getting the desired business results
because of internal challenges that they may not know how to handle them
● Enterprises that have reached the stage of fast business expansion but are not able to cope with the challenges of growth
● Enterprises that may have benefited from specific grants or credit facilities and are seeking assistance to make effective use of such facilities
● Promoters of start-up enterprises who have developed great bankable business proposals but are frustrated in getting them implemented
● Youths from any profession who have not yet got that rewarding and satisfying achievement they always dreamt of after completing studies
● Adult or employed professionals not satisfied with their current incomes and willing to explore other alternative income generating opportunities
● Ambitious and motivated Ugandans willing to venture into private enterprise and walk the road of successful business people.
